All Bangaloreans who have tried to register a property will have witnessed the omnipotent power of this functionary. Which means that the long line of aspirants to sit on that coveted chair leads to a revolving door with incumbents barely lasting a few months on the job.
An RTI application made by Janaagraha seeking details of transfers in the department since 2004-05 revealed that 704 of the total 1,462 transfers was of sub-registrars.

Of these, 223 were of Bangalore sub-registrars alone. Simply put, no sub-registrar completes one year in that posting.
This was followed by 362 and 170 transfers at the first and second division assistant level respectively. Even the district registrar had 46 transfers. The RTI query (two months old) also sought details of the recommendations made by the ministers/MPs/MLAs for these transfers but hasn't got any response thus far.
"Every government has indulged in such frequent transfers. A large number of them are not in public interest. Details of all transfers henceforth must be put on public domain along with the name of the politician recommending it," said Raghunandan, the campaign spokesperson for Janaagraha's Ipaidabribe initiative.
